Local Icons Recognized with Road Names and Perma Plaques for Their Lasting Impact on the Territory
St. Croix, VI – In a heartfelt tribute to local heroes, twelve Virgin Islanders were honored during a Perma Plaque and Road Naming Ceremony held on Friday in St. Croix. The ceremony, which celebrated the diverse contributions of these individuals to the territory, unveiled new road names and plaques to ensure their legacy endures for generations to come.
Senate President Novelle Francis addressed the crowd, highlighting the significance of the honorees: “The twelve individuals recognized today represent the richness and diversity of our community and the profound impact they’ve made throughout the history of the Virgin Islands. It is an honor to celebrate their contributions.”
Among the distinguished honorees was Brigadier General Leayle Gerard Galiber, who passed away on October 28th at the age of 92. Senator Francis shared a poignant moment from the ceremony, recalling General Galiber’s historic address to the Legislature during the introduction of Bill 35-0116, a bill honoring his legacy. “General Galiber was instrumental in organizing the Virgin Islands National Guard and served as the acting adjutant general,” Senator Francis noted.
The Board of Elections and Supervisor of Elections Caroline Fawkes were also recognized for their enduring commitment to fair and secure elections in the Virgin Islands. Senator Angel Bolques Jr. praised the Board’s “60 years of dedication, integrity, and service,” while acknowledging Fawkes for her efforts to improve transparency, implement innovative voting technologies, and engage with the community.
Dr. Olaf Hendricks, a renowned psychiatrist, was honored for his years of exceptional service to the people of the Virgin Islands. Reflecting on his work, Dr. Hendricks expressed his gratitude, saying, “I’ve been fortunate to serve this community, and I’m proud of the positive impact we’ve had together.”
Another medical hero, Dr. Ralph deChabert, was celebrated for his lifelong contributions to healthcare on St. Croix, including delivering over 15,000 babies. Dr. deChabert’s daughter, Dr. Daniela deChabert, reflected on his legacy, saying, “Who knows how many of the great leaders of tomorrow were born in that unit, thanks to my father’s care and dedication.”
Miguel “DJ Poppy Pops” Santos Jr, a legendary figure in Virgin Islands entertainment, was honored for his groundbreaking work in music and broadcasting. Senator Bolques, who sponsored Bill 35-0242 to recognize Santos, praised him as the “unmistakable voice and pulse of our territory.” Santos, humbled by the recognition, thanked the community for its unwavering support throughout his career.
Roads and Places to Bear Honorees’ Names
Several of the honorees had roads named in their honor as a lasting tribute to their contributions. Lieutenant Melbourne Clarke was commemorated with the naming of Lieutenant Melbourne Drive on Route 669, a road that marked part of his daily commute.
Dr. Rafael Garcia, another medical pioneer, was honored with a stretch of Queen Mary Highway being renamed in his memory. Senator Samuel Carrion, who sponsored the legislation, praised Dr. Garcia for his commitment to quality healthcare for all Virgin Islanders.
Pastor Hector Gonzales was also honored for his decades of service to the community. The road Route 681 Hess Road in Christiansted will now bear his name, recognizing his exceptional leadership and dedication to the island.
Euclyn “Pede” Prentice Jr., posthumously honored for his excellence in the horse racing industry, had a roadway leading through the John F. Kennedy Housing Community named in his memory. His significant contributions to the sport, including purse earnings exceeding $3 million, were highlighted by Andrea Mshila, Chief of Staff for Senator Javan James.
The name Valmy Thomas will be forever etched in the Virgin Islands’ history, as a portion of Soboetker Lane and West Lane will be dedicated to his memory. Thomas’s enduring legacy in community service was recognized in a bill introduced in the 34th Legislature.
In addition to the road dedications, Perma Plaques will be presented to Willard John and Vaughn Benjamin at a later date to honor their contributions to the territory’s cultural and social fabric.
The ceremony was a moving celebration of the diverse individuals who have shaped the Virgin Islands through their hard work, dedication, and selfless service to the community. These honorees now join a lasting legacy of Virgin Islanders whose names will be remembered for generations to come.
