U.S. Virgin Islands — The Virgin Islands Democratic Party proudly announces the election of Carol Burke as its new State Chair for the 2024-2026 term. The announcement underscores the Party’s commitment to fostering internal stability, ensuring robust organizational structure, and bolstering its long-term viability.
The Territorial Committee’s swearing-in ceremony took place on November 23, 2024, at the Port Authority’s conference room, officiated by The Honorable Maria Cabret, Associate Justice of the Supreme Court of the Virgin Islands. Joining Burke on the Executive Committee are:
- Kevin Rodriquez – Vice Chair
- Riise Richards – National Committeewoman
- Gary Molloy – National Committeeman
- Ophelia “Nemmy” Jackson – St. Croix District Chair
- Abigail Hendricks – St. John District Chair
- Barbara Petersen – St. Thomas District Chair
- Dr. Kyza Callwood – Treasurer
- Sandra Setorie – Interim Secretary
- Teri Helenese – Executive Director
The Territorial Committee’s composition includes 12 District members, 16 At-Large members, 15 senatorial candidates from the primary election, and key leaders such as Delegate to Congress Stacey Plaskett, Lt. Governor Tregenza Roach, and Governor Albert Bryan Jr.
Evolving Party Elections
Previously, the Virgin Islands Democratic Party’s office elections were integrated into the Primary Elections. However, logistical challenges arose when the Election System opted out of conducting party office elections in conjunction with the August 3, 2024, primaries. This decision prompted the Executive Committee to postpone the elections, allowing the Party to focus on its primary election candidates, Board seat preparations, and participation in the 2024 Democratic National Convention.

Carol Burke brings over three decades of dedicated service to the Democratic Party. Her extensive experience includes serving as:
- President of Young Democrats
- Majority Leader of the 22nd Legislature
- National Committeewoman for 18 years
- Vice Chair for two terms
- Caucus Coordinator for Democratic National Conventions
- Delegation Chair and Whip Chair for the 2024 Convention Nomination of Vice President Kamala Harris
Burke’s commitment to the Party’s core tenets and her strategic vision will guide her leadership. She aims to strengthen the Party’s federal and territorial relationships while reconnecting with communities to better address their needs.
“The blue wall broke. Every swing state went red. This rightward shift is a reflection of the disconnect between our Party and the people,” said Burke. “We must regain the trust of families and our community. The Virgin Islands Democratic Party must double down on its efforts to bridge this gap and contribute to the Territory’s growth and success.”

Expressing her gratitude and optimism, Burke remarked:
“I am overjoyed and humbled to serve as State Chair. I’ve pursued this goal with deliberate intention, recognizing that politics is a vehicle for progress and equality. Our Party’s agenda must align with the aspirations of Virgin Islanders, delivering on promises and fostering opportunities. I pay tribute to past State Chairs, particularly Marylyn Stapleton and the late Luis “Tito” Morales, as well as our outgoing Chair, Stedmann Hodge, for his leadership. Together, we will ensure the Democratic Party remains united and prepared for the 2026 elections.”
