U.S. Virgin Islands — In a moving press briefing on Tuesday, Governor Albert Bryan Jr. addressed several key community issues while reflecting on the significance of Veterans Day and the sacrifices of those who serve in the military. Due to inclement weather, Veterans Day events across St. Thomas, St. John, and St. Croix were canceled, but Governor Bryan emphasized the ongoing gratitude for the service of veterans.
During the briefing, Governor Bryan expressed his condolences to the families of Officer Janlee Cruz of the Virgin Islands Police Department and Walton “Selah” Macedon, both victims of recent acts of violence. The Governor urged residents to come together in unity and support one another, especially those facing difficult times, and encouraged individuals to seek help when needed.
In response to increasing gun violence in the territory, the Governor acknowledged the hard work and resilience of law enforcement officers and called on the community to become more actively involved in maintaining public safety, including assisting in investigations.
Governor Bryan also proudly announced the nomination of Acting Police Commissioner Mario Brooks to the position of Police Commissioner of the Virgin Islands Police Department (VIPD). The Governor commended Commissioner Brooks for his extensive experience—spanning more than 30 years in both law enforcement and military service—and highlighted his innovative public safety initiatives, particularly in the areas of community policing.
Legislative Proposal to Strengthen Infrastructure and Connectivity
Looking ahead, Governor Bryan outlined an exciting legislative proposal aimed at propelling the territory forward. The proposal, which includes $76 million in funding through Grant Anticipation Revenue Bonds (GARVEEs), will focus on key transportation and infrastructure projects. The plan includes the next phase of the Veterans Drive Project, the establishment of a ferry service between St. Croix and St. Thomas, and several critical road improvements on St. Croix.
One of the major highlights of the proposal is the St. Croix Ferry Project, which is set to create a reliable and efficient waterway transit system between St. Croix and St. Thomas. With an estimated cost of $20 million, the project aims to significantly improve transportation between the islands, providing greater connectivity for residents and visitors alike.
In addition to the ferry system, the proposal includes a $28 million allocation for road and infrastructure upgrades on St. Croix. Governor Bryan emphasized that these improvements will provide essential upgrades to the island’s infrastructure, helping to stimulate economic development and improve the quality of life for residents.
“These projects are about more than just infrastructure,” Governor Bryan said. “They represent progress, connection, and opportunity for the people of the Virgin Islands. When we work toward a shared vision, we can achieve great things for our community.” He also expressed his appreciation to the Legislature, urging swift consideration of the proposal.
Tax Refunds and Economic Relief
Governor Bryan also announced that nearly 1,943 Virgin Islanders will receive $5 million in tax refunds this week, providing much-needed financial relief during challenging economic times. These refunds reflect the Bryan-Roach Administration’s ongoing commitment to supporting residents and helping ease their financial burdens.
As Thanksgiving approaches, the Governor also declared that government employees will receive administrative leave on Friday, November 29, as a day of reflection and spirituality. “Our community needs healing,” the Governor noted, urging residents to take time for reflection and support one another during difficult moments.
Celebrating Community Achievements
Governor Bryan took a moment to celebrate the victory of the Virgin Islands Women’s National Basketball Team, who triumphed over Cuba in a recent match. He also announced that the Liberty Day event, which was postponed due to weather, will be rescheduled for November 23.
The Governor concluded the briefing with reflections on the recent Investiture of Justice Harold W.L. Willocks to the Virgin Islands Supreme Court. Justice Willocks’ remarks underscored the importance of preserving the integrity of government institutions and reminded the community not to normalize attacks on these institutions. “We must maintain trust and unity in our government and in each other,” the Governor said.
