U.S. VIRGIN ISLANDS — Governor Albert Bryan Jr. has announced the approval of several important bills passed during the 35th Legislature’s recent session on October 16, 2024. These Legislative Measures actions reflect the Governor’s ongoing commitment to strengthening the rights of Virgin Islanders.
They also show willingness in improving public safety and health, and advancing economic growth and infrastructure development throughout the Territory.
In his statement, Governor Bryan emphasized that these legislative decisions are central to the Territory’s long-term progress and resilience.
“The bills I have approved today are a testament to our collective efforts to create a more just, prosperous, and sustainable Virgin Islands,” said Governor Bryan. “These measures will enhance protections for our children, enhance economic innovation, support public health initiatives, and modernize critical infrastructure. Our work together with the Legislature is key to building a brighter future for every Virgin Islander.”
Here are some of the key Legislative Measures and Approvals to know about.
Protecting Children’s Rights & Strengthening Public Safety
Bill No. 35-0031 – Child Victims’ and Child Witnesses’ Rights Act
This Act provides crucial legal protections for children involved in the justice system, ensuring their safety and well-being during legal proceedings.
Bill No. 35-0289 – Tobacco Age Minimum Act
Raising the minimum age to purchase tobacco products to 21, this Act is aimed at reducing smoking rates among youth and protecting their long-term health.
Promoting Culture, Education & Public Safety
Bill No. 35-0257 – U.S. Virgin Islands Beer, Wine, and Spirits Festival Act
Establishing an annual event to celebrate local artisans, boost tourism, and highlight Virgin Islands culture. This bill also provides funding to restore power in underserved areas of St. Croix and supports EMS instructor training.
Bill No. 35-0283 – Cannabis Industry Innovation Act
This amendment to the Virgin Islands Cannabis Use Act encourages local business development and regulatory innovation in the cannabis industry while ensuring public safety.
Honoring Local Achievements: What to know about
Bill No. 35-0285 – Bryan “Benny-Demus” Boulai Recognition Act
This Act grants the Official Key to the Virgin Islands to musician and producer Bryan “Benny-Demus” Boulai. It acknowledges his outstanding contributions to music and his impact on the Virgin Islands’ cultural landscape.
Bill No. 35-0286 – Judge Verne A. Hodge Courthouse Naming Act
The courthouse in St. Thomas/St. John will now bear the name of Verne Antonio Hodge, honoring his years of exceptional service to the Territory’s legal community.
Infrastructure & Economic Development
Bill Nos. 35-0300 & 35-0320 – Microgrid Development Acts
These bills authorize lease agreements with Advance Power, LLC, to develop microgrid infrastructure, including wind turbines, on St. Thomas and St. Croix. This is part of the Governor’s commitment to renewable energy solutions and resilience in the face of climate challenges.
Bill No. 35-0340 – Power Crisis State of Emergency Extension
Extending the state of emergency allows the government to continue its work in stabilizing energy supply across the Territory through December 20, 2024.
Strengthening Financial Oversight
Bill No. 35-0390 – Money Transmission Revolving Fund Act
This new law streamlines the oversight of money transmission services in the Territory. Governor Bryan has recommended changes to improve the efficiency of fee collection and management.
Strategic Land Use for Public Service
Governor Bryan also approved the following land leases and conveyances to support public service and community development:
Bill No. 35-0374 – Parcel Conveyance to the Virgin Islands Public Broadcasting System
The conveyance of Parcel No. 201 Submarine Base to the Virgin Islands Public Broadcasting System strengthens the role of public media in the Territory.
Bill No. 35-0383 – Lease Agreement for St. Croix Science Teachers’ Association
This lease supports educational and community development efforts on St. Croix. It provides resources for local teachers and students.
Governor’s Veto of Bill No. 35-0388
Governor Bryan exercised his veto on Bill No. 35-0388, which proposed amendments to felony prosecution procedures. The Governor expressed concerns that the bill would impose undue strain on the Territory’s judicial system.
He emphasized the importance of a coordinated approach to ensure that the legal process remains efficient and that the public’s right to swift justice is not compromised.
Acknowledging Legislative Overrides:
Governor Bryan also acknowledged the Legislature’s recent overrides of several acts, including Act Nos. 8919, 8920, 8921, and 8922, and commended their work in continuing to move forward with critical initiatives for the benefit of the Virgin Islands.
Through these actions, Governor Bryan continues to demonstrate his commitment to advancing the well-being of Virgin Islanders, investing in sustainable development, and ensuring that the Territory is equipped to meet future challenges.
