U.S. Virgin Islands — Lieutenant Governor Tregenza A. Roach, Esq., took center stage at Monday’s press briefing to celebrate the progress made in 2024 and to share his best wishes for a joyful holiday season.
“Before we move forward with today’s updates, I want to take a moment to reflect on the remarkable progress we’ve made in 2024 and to extend my warmest wishes for a Merry Christmas and Happy Holidays to everyone,” Lieutenant Governor Roach stated. “As we look back on this year, let’s be proud of what we’ve achieved, and let’s enter 2025 with renewed optimism and determination.”
Senior Farmers Market Nutrition Program
Lt. Governor Roach spotlighted the success of the Senior Farmers Market Nutrition Program, which provided fresh, locally grown produce to nearly 800 seniors across St. Croix, St. Thomas, and St. John.
“This initiative is a testament to our commitment to supporting our low-income seniors and promoting healthier lifestyles in our community,” Roach said. “Thank you to our local farmers, the Virgin Islands Housing Authority, and the Department of Agriculture for making this program a success. Together, we are strengthening our territory and making it healthier and more united.”
Removal of Derelict Vessels from Tropical Storm Ernesto
Another major update from the Lieutenant Governor involved the removal of derelict vessels caused by Tropical Storm Ernesto. The contract for this important project has been executed, with removal beginning in early January. Work will start on the east near the Elysian Resort and move westward.
“DPNR is collaborating with the Virgin Islands Waste Management Authority to ensure safe and efficient removal of the vessels, which will improve water quality along our waterfront promenade,” he shared.
Key Achievements of the Office of the Lieutenant Governor in 2024
Lt. Governor Roach also highlighted significant milestones from his office in 2024, beginning with the accreditation of the Virgin Islands Division of Banking, Insurance, and Financial Regulation by the National Association of Insurance Commissioners (NAIC). The NAIC granted this accreditation during their Fall National Meeting, underscoring the hard work and dedication of the team.

“This accreditation reflects our thorough review of financial solvency laws, organizational practices, and licensing procedures, and ensures that the Virgin Islands meets the highest standards of insurance regulation,” Roach explained.
Street Addressing Initiative
Another notable achievement discussed by Lt. Governor Roach was the ongoing Street Addressing Initiative. This project, led by the Division of Geospatial Information Systems, aims to create a navigable urban grid across the Territory. This new system will simplify travel and parcel access across the islands.
The initiative reached two major milestones in 2024: the completion of mapping for St. John, making it the first island in the Caribbean with a full navigable grid, and the installation of backlit, illuminated signs along major highways and roads.
“I’d like to commend Director Chris George and his team, including Pedro Nieves and John Gumbs, for their outstanding work on this project,” Roach said. “We also extend our gratitude to our partners, including the Department of Public Works, VITEMA, Fire Services, Emergency Management, the Postal Service, and the University of the Virgin Islands.”
